Terminal Cursor (Up, Down)

If I use Putty to connect to my Telnet Session I can use the cursor to navigate (Up , Down etc) See below ![enter image description here][1] However when I use the terminal control I can connect fine, but I can't see or move the cursor as shown. What am I missing?
